r42344 by anupama @ 8.56 pm, 12th SeptemberWhen solr-specific code in activate.pl got moved into solrbuilder.pm, the solr_server start() and stop() calls were commented out during the activate stage in solrbuilder.pm::pre_activate(). I'm not sure why these and several other changes also in commits before that were made, but activate should move building to index and if it's a solr collection, ensure the server is running so the building cores can be renamed to index cores too (after deleting stale index cores). In solrbuilder, only the building stage was stopping and starting the solr server if not already running, and the solr server was thus not running (if not already running from the start) when the activate stage happens.
