SATURDAY, JUNE 16, 1877.
A SHORT notice from Gisborne tells us that a rumour
is afloat in Poverty Bay that Te Kooti is about to
visit once more in anus the scenes of the massacres
in 1868. It is not probable that any such intention
' is really held by Te Kooti, as Gisborne is in a very
. different condition now from that in which it found
itself in the last war. European inhabitants were
then very few and scattered-—now they are numerous
and gathered in a centre. Then also Te Kooti could
reckon on a large following, but now, most probably.
only a few desperate men whose lives are already for-
feit to the laws would follow his lead. Indeed, so
completely Las he been left, that tribes like the
Ngatiporou and Ngatikahungunu of Wairoa, which
have been visiting him almost to the present
time, have at length severed the cord which
bound them to him. . There can be no doubt
that Te Kooti and those who were with him
were at one time injured men. And it is
finest probable that if, when they returned to New
Zealand in the Rifleman they had been left alone
they would like the Natives who escaped from Kawau
have gone peacefully to their homes, and the dreadful
scenes of 1868 on the East Coast would never have
become matter of history. For Te Kooti's course
since that time, however, there can be no excuse.
"To murder women and children—to carry fire and
sword into peaceful settlements makes a man an
enemy to all the human race. Instead of a man. he
becomes a wild beast. We are highly pleased that
the lessons which the WANANGA has been trying to
teach, are being learned by the Maoris. The great
Wairoa Ngatiporou
the men who have listened in days gone by to the
preaching of the Missionaries,-and who know the
Bible, what the worship and religion of Christ will
do for them in the land, which is beyond the grave.
The past is gone. Its faults, its sins, its tears, its
hopes and fears. The present is swiftly passing like
a great river to the sea, the break of whose surf upon
ike shore we can sometimes hear. But the future,
the time to come, may, if the Maoris will be wise and
brave and truehearted, be better for them and their
childreen than all the past.

The effort made by Mr. Sheehan to throw open to
European and Maori alike the Maori lands at Takapau
marks a new starting point in the history of native
ownership. Hitherto the Maoris have sold or leased
their lands in great blocks to the Government or to
private parties. Large tracts of country extending
sometimes over hundreds of square miles have thus
been dealt with, and the native tribes have seen slip-
ping away from them, all the vast possessions which
descended to thern from their Fathers. Up to this
time it may, perhaps, he said that this plan has been
useful. For although a large class of great land
holders has arisen, excluding in many places the
smaller and comparatively more useful settlers, yet
the Government has been enabled to open up lands
-for all, and the country generally has prospered. The
time, however, seems now to have come when a dif-
ferent state of conduct in relation to land might well
be pursued by the Native Chiefs and Hapus. This
scheme, originated by Mr. Sheehan at Takapau, may
be taken as an experiment and a specimen of the new
plan proposed. It is, shortly, this—Instead of the
Maori owners parting with a block of ten or fifteen
thousand acres they should have it cut up by compe-
tent men into small farms and homesteads, and if the
place be favorable, partly into township lands. Then
the allotments should be dealt with differently. Some
might be sold either for cash or on deferred pay-
ments. Some might be leased for numbers of years.
Some should be reserved for the Maori owners them-
selves, or for future sale or lease. By this means a very
great benefit will accrue to all. The Native owners
will get more money from the sale of a few allot-
ments or small farms under this system than under
the old plan they would receive for all. They would
besides be in receipt of large rents, and that portion
of their property would be continually increasing in
value. They would also keep their cultivations and
sacred places as reserves for themselves. Thus they
would be in every way benefitted. On the other
hand the Europeans would reap an equal if not a
I superior advantage. Instead of one or two wealthy
people monopolising a whole slice of country merely
to feed sheep upon it, a great number of industrious
families could settle down and build and till the soil.
Villages and towns would rise up everywhere. Wheat
and oats, and barley, and potatoes, and. fruit, as well
as the produce of the dairy and the usual adjuncts of
small farm holdings, would be seen on every hand.
Instead of an acre of ground carrying seven sheep it
would support two human beings or more. The Go-
vernment would be made more wealthy by the in-
crease of revenue. The merchants, tradesmen,
mechanics—indeed all men—would share to some
extent in the good results. We commend, therefore,
to all our Maori readers the example which has been
set at Takapau, and we hope that henceforth this will
be the plan upon which Maoris will deal with their
lands.

IN consequence of the continued TRESPASS by
persons with Dogs and Guns in pursuit of Game
and Pigs on the lands at Te Ante, in the occupation
or under the charge of the undersigned, it is hereby
notified that persons have been specially appointed
to watch, and all offenders will be rigorously pro-
secuted.

NOTICE.
GREAT trouble having been occasioned by Natives
and others LEAVING OPEN the GATES of
the enclosures at Te Aute under lease to the under-
signed, it is notified that the person, in charge has
received orders to report any person so offending,
with the view of summoning him for trespass and
damages.
In future no persona will be permitted to HUNT
PIGS on any land in MR. RUSSELL'S occupation with-
out the presence or express permission on each occa-
sion of Mr. KENNEDY, the Overseer at Te Aute, and
all DOGS found trespassing will be destroyed.
Sheep have been killed several times lately.
Mr. RUSSELL is resolved to put an end to the con-
tinued trespass, and he hopes all Natives will take
warning not to make themselves liable to the conse-
quences.
