SATURDAY, MARCH 11. 1S7G. TE "WAKA MAORI." SOME time ago an attempt was made to use the columns of the " Waka Maori " for the purpose of printing articles in favor of Sir Donald M'Lean and his col- leagues', and against those public men who happened to be opposed to the Government. The House at once disallowed the practice, and the Native Department saw at once that it was dangerous to employ a paper paid for out of public money as a party organ of the members of the Government for the time being. The attempt was then discontinued. The feeling of the House was undoubtedly correct. Newspapers owned by private persons, and conducted at private financial risk, may publish whatever opinions they may please, but a paper paid for by the State, and conducted by offi- cials of a Government department, ought to be very little more than a Government Gazette. Clearly, what- ever else such a paper may be used for, it ought not to be employed as a party journal to defend or bolster up the actions of the persons who, for the time, have the control of Government affairs, and the payment of the staff of the paper. The wholesome lesson taught them by the expression of opinion in the House at the at- tempt to praise up Sir Donald M'Lean and the Go- vernment. at the expense of Mr. Stafford and his sup- porters, appears to be now forgotten by the employes of the "Waka Maori." The issue of the "Waka Maori " for February 8, ult, is now before us. The greater portion of it professes to give an account of the debate in the House of Representatives during last session on the motion made by Mr. Sheehan, relative to the land transactions of certain Europeans in Hawke's Bay. This is how the Government official organ does its work. The speech of Mr. Sheehan in introducing his motion, although it occupied over three hours in delivery, is suppressed (we cannot say abridg- ed ), into twenty-six lines. The speeches of Sir Donald M'Lean, and Mr. Ormond, against the motion, are re- ported at great length, especially such passages as em- body personal attacks ou Mr. Sheehan. Although Sir George Grey, Mr. Fitzherbert, and several other leading members of the House spoke in favor of the motion, the Editor calmly says "he has not space to report their speeches." It may be said that the WANANGA published only the reports of speeches made by Mr. Sheehan, and those who supported him. True, but the WANANGA did not profess to give a report of the debate, and, as a paper owned and supported by private persons, it had a perfect right to make such selection of the speeches made during the debate as it thought fit. The official paper, paid for, out of taxation, and borrowed money, has not, and ought not to have any such. discretion. If the Ahabs of the " Ring" feel injured by the action of the WANANGA. let them start a paper of their own, at any rate let them not be suffered to employ a publication which ought to be judicial in its impartiality in defending their misdeeds. And as the editorial columns of the paper should not be used for the purposes of the party in power, so neither ought the correspondence columns of the paper be open to the publication of letters, either of a controversial character, or containing either attacks upon, or defences of the public men of the Colony. In this same number we find a letter from a Native named Mohi Turei Tangaroapeau, who is, we believe, a member of the Ngatiporou tribe, and a minister of the Gospel. This man came with Henare Potae to see the Native Minister in Napier a few days ago. Before he came we had heard, upon undoubted authority, that. Henare Potae had been sent for to be put "right " about the East Coast election. During the recent contest he had been "wrong." that is he had supported Karaitiana. ! Henare came in company with Mohi, and while we do not know what took place between thorn and the Native Minister, it would appear from subsequent events that the interviews with Sir Donald must have been of a very pleasing and satisfactory character. • The financial and general management of Native affairs are so much enshrouded in mystery, that it is possible we shall never know at what cost, or by what concessions the conversion was brought about. We may be certain however that the arguments usually employed by the Native Department to overcome re- fractory Natives were relied upon in this instance, and that by diligently plying him with those argu- ments, Henare Potae and his friend were at last brought to n proper sense of the supreme political goodness of their father Sir Donald M'Lean. We should also i mention that the affectionate solitude of the department for these two Natives began almost with the com- mencement of their journey to Napier, for they were accompanied by Captain "Porter from Poverty Bay. In his judicious hands they were tolerably safe from the pits and snares which might be laid for them by the " hoa riri." and if at any time their faith showed signs of flagging, he was with them to cheer them up and sustain them, and to report their backsliding to his chief. On the return of this party to Turanga, they began to preach the Gospel which they had so recently received from the lips of the Native Minister. A cir- cular letter was printed and issued, as we are informed, I with the co-operation and assistance of Captain Porter, full of attacks upon the supporters of Karaitiana, and of the most fulsome praises of Sir Donald. This cir- cular bears so much resemblance to the letter of Mohi I in Te " Waka Maori," that we may safely assume 1 they were both, concocted by the same people. Before

TE WANANGA. The Hon. Mr. Ngatata said the statements the Hon. the Speaker had made with reference to this matter were very clear. It was very clear that these matters should be published in the " Waka Maori," so that the Natives might be able to see them. It was not right that the action taken by the Committee should be hidden. He put it to the Committee that these things should be published for the benefit of the Native race. The reason that the Na- tives were in a state of confusion was that they were not clear with regard to these lands. Now, if they were pub- lished in the " Waka Maori," they would be made clear. He did not think it would be right to let it stand over for another year to publish these in the Native tongue. If they were published now, the Natives would know all about them. No lands would be excluded, and the Maoris would be able to learn all about them. The measure pro- posed by the Committee should not be withheld, because these lands were given to the Bishop for the benefit of the Native race. They had been brought before the notice of the Council, and they should be explained. Do not put thern off to the next session, for there might be other diffi- culties in the way then. There was plenty of work in store for next session. Let these documents be published at once, so that everybody could see them. That was what he had to say in support of the remarks of the Hou. the Speaker. The Hon. Mr. Russell thought it of great importance that the Council should give some expression of opinion nearly in the shape of the resolutions, so as to draw atten- tion to the direction in which the mind of the Council would run in regard to the legislation that the Government would have to bring in. He would ask leave to amend the first resolution by striking out the words " while recog- nising the great improvement which has taken place in the value of the Te Aute Estate under the personal ad- ministration of the Rev. S. Williams, as lessee under the trustees." Leave given, and motion as amended agreed to.
